Pool exhaustion

Discover gets no Offer. NAK. lattice_pool_free near 0.

  1. Overview alerts, or Subnet utilization: free vs leased.
  2. Leases filtered to that subnet, states leased and quarantined.
  3. Expand the pool (second range) or force-release abandoned MACs.
  4. Confirm lattice-worker is running. Reservation offered rows expire after ~30s; ordinary Discover does not persist an offer. Quarantined after LATTICE_QUARANTINE_TTL. Lease time vs pool full: DHCP lease time.
  5. Excludes and reservations shrink free on purpose.

Allocator error ErrExhausted is this condition. It is not a crash.
